Особливості залучення соціальних мереж у діяльність органів державної влади (на прикладі США та України)

Abstract

Проаналізовано використання соціальних мереж органами державної влади у США та Україні у їхній практичній діяльності. Зіставлено присутність урядових структур США та України у соціальних мережах та кількість їх підписників. Стверджується, що соціальні мережі стали інноваційним інструментом цифрової політики та змінили форму сприйняття політичних процесів. Доведено актуальність дослідження щодо використання державними органами платформ соціальних мереж, як складової політичної діяльності у світлі трансформації традиційної політичної діяльності під впливом інформаційно-комунікаційних технологій. Наголошено, що присутність світових лідерів, політичних діячів, партій, державних структур та міжнародних організацій на платформах різних соціальних мереж є відображенням адаптації політичної сфери до науково-технічного прогресу та використання нових інструментів для комунікації владної еліти та суспільства. На основі аналізу сторінок органів державної влади в Україні та США наголошено, що поступово використання соціальних мереж імплементується у сферу державної діяльності. Проаналізовано, що урядові структури США використовують ширший спектр соціальних мереж, аніж державні органи України, в них загалом більше підписників, більше постів та активніша комунікація. Спостерігається позитивна динаміка використання цифрових технологій в Україні: під керівництвом Міністерства цифрової трансформації презентовано бренд цифрової держави “Дія” для реалізації концепції “держава в смартфоні”. Наголошено, що соціальні мережі можуть бути ефективним інноваційним засобом здійснення політичної діяльності, однак тільки за використання його належним чином.

It has been analyzed the use of social networks by public authorities in the US and Ukraine in their practical activity and compared the presence of governmental structures of the US and Ukraine on social networks and the number of their followers. It is alleged that social networks have become an innovative digital policy tool and have changed the perception of political processes. The relevance of research of using social network platforms by state authorities as a part of political activity in the light of the transformation of traditional political activity under the influence of information and communication technologies have been proved. It is emphasized that the presence of world leaders, politicians, political parties, government structures and international organizations on the platforms of various social networks is a reflection of the adaptation of the political sphere to scientific and technological progress and the use of new tools for communication of the elite and society. Based on the analysis of the accounts of public authorities in Ukraine and the USA, it is emphasized that the use of social networks is being gradually implemented in the sphere of public activities. It has been concluded that the US government structures use a wider range of social networks rather than the state bodies of Ukraine, with more followers, more posts and more active communication in general. There is a positive trend in the use of digital technologies in Ukraine: under the leadership of the Ministry of Digital Transformation, the digital state brand “Action” was presented to implement the concept of “state in a smartphone”. It is emphasized that social networks can be an effective innovative tool for political activity, but only if they are used properly.
