Науково-концептуальні підходи до формування суспільства знань в інформаційному суспільстві

Abstract

Охарактеризовано концептуальні підходи до формування суспільства знань. Виокремлено характерні ознаки суспільства знань та його ключові цінності. Обґрунтовано, що процес переходу до суспільства та економіки знань – соціальний і одночасно технократичний проект модернізації. Запропоновано структуру інформаційного суспільства у вигляді секторної моделі. Встановлено найхарактерніші та найприйнятніші для умов України типи формування інституційного механізму розвитку економіки знань

The concept of forming a society of a new type appeared at the turn of the Millennium, when information began to acquire qualitatively new forms – harmonised knowledge. This form of society has allowed people to move to mass production of new knowledge with the use of powerful tools, which are ICT, and received the name of the society based on knowledge, or K-society. A society of this type have acquired quite a new dimension, which, in addition to technology, have become a social, ethnic and political. Its integral components are new interdisciplinary knowledge that generate scientific and public institutes, training high-quality human capital, which provides education, creation of additional wealth on the basis of knowledge economy and formation on this basis of the integral development of the society aimed at improving the quality and security of life of all its members. The purpose and objectives of the article. The aim of the study is to reveal the essence and concept of formation of a knowledge society in the information society. In the process of writing articles, you must perform the following tasks: describe the conceptual approaches to the formation of a knowledge society; to consider the characteristics of the knowledge society and its core values; to develop a model of the structure of the information society; to propose measures for an institutional mechanism for the development of the knowledge economy in Ukraine. Described conceptual approaches to the formation of a knowledge society. It is proved that the knowledge society differs from an information society because the first serves to transform information into resources that allow society to take effective action, while the latter only creates and disseminates the raw data. Some of the characteristics of the information society and its core values. It is proved that the process of transition towards a society and knowledge economy – social and at the same time technocratic modernization project. Its realization will allow to create economic and political system of a society in which not only preserved social stability but also to create conditions for active life. Proposed the structure of the information society in the form of the sector model. It is proved that the processes of modernization of economy are not limited to technological innovation, and will inevitably be accompanied by institutional changes in the socio-economic relations and systems management. The conclusion is that the socio-economic sector is an extremely important element in the management of the state and its regions, the effectiveness of which depends on the existing institutional environment. A special role in the implementation of the new concept of social policy is given to the authorities and civil society institutions, especially institutions of self-organization and self-reliance of citizens, who act collectively, structure-forming elements of the social sector as an information economy and knowledge economy, and institutional framework to form a model of social economy.
